Shay Lake Canal

I received this request for identification help and thought I would ask the forum community for some assistance. What follows is part of the original message I received:

Hello, my name is Milton D. Hill Jr, I'm a resident of Shay Lake located in Dayton Township, Tuscola, County. I also test our lake/canal water for ecoli/bacteria. We have no problems. However, our man made canal is being taken over by a invasive plant. It looks and growslike grass, but has a small thin flower growing on top. It spreads like turf. I have looked at pics on your site and also reviewed pics of other invasive plants and have not been able to identify it.
